Legal experts, former government ministers and an ex-mi6 director criticized the process used to ban movement in Palestine.
Members of an independent commission set up by the Bingham Center for the Rule of Law said the definition of terrorism was too broad and better management and judicial review were necessary.
Action in Palestine became the first direct action group to be banned under the terrorism act after officials concluded it had met the target. This includes “severe property damage” designed to influence the government or intimidate the public for a political, religious or ideological cause.
The Commission is chaired by the former chief justice of Northern Ireland, Sir Morgan Kc, and the former global counter-terrorism director of Mi6, Richard Barrett.
It said that the ban on movement in Palestine highlighted “several aspects of and concerns about the power of development”.
“A [terrorism] Definition that relies heavily on the approval of the executive risks inconsistency, perception of unfairness, which explains the explanation and stakeholders.
“Terrorism should be defined as actions intended to force, coerce, or an international organization of the government, and to cause harm, or to participate in security, or to participate in arson, or weapons.”
The ban on movement in Palestine was proposed in June by the former cooper of the home secretary Yvette Spray at RAF Briar Brize – Oxfordshire – an incident that was claimed by the direct action group. The official first recommended action in Palestine was banned in March. Before Srise Norton, the group mainly targeted the UK sites of Israeli weapons systems and related companies.
The report, to be published on Tuesday, said there should be a review of classified evidence by the parliamentary intelligence committee before the development of development organizations such as an action in Palestine. It was banned along with two Neo-Nazi groups, the Maniacs Murder Culture and the movement of imperial Russia – a move critics have prevented from quitting a committee.

Other members of the Commission include the former chief Inspector of prisons, Anne’s owners, and the former Conservative Party Chairman Sayeeeda Warsi.
