But the measure, which followed days of talks between a handful of Democratic and Republican senators, left in place health care subsidies that Democrats had been demanding for weeks.
The bill received exactly 60 votes needed to advance in the Senate, with almost all Republicans voting on Sunday, with moderates or serving their last terms.
