The director of the BBC in general Tim Davie and Head of News Debah Rebah Rebah who resigned following a documentary panorama to edit a speech by Donald Trump.
Davie, who has been in the job for five years, has faced increasing pressure over a series of controversies and accusations of bias that have dogged the public broadcaster.
The telegraph details in a leaked internal BBC memo on Monday that suggested the Panorama Program edited two parts of Florence in the United States in January 2021.
UK political leaders expressed hope that the resignations would lead to change, while Trump welcomed the decision.
It has not been done for the Director General and the Head of BBC News to resign on the same day.
Announcing the move on Sunday night, Davie said: “Like all public organisations, the BBC is not perfect, and we must always be open, accountable and accountable.
“Whilst not the main reason, the current debate around BBC News is known to have influenced my decision.
“Overall the BBC has delivered well, but there have been some mistakes made and as Director I have to take the greatest responsibility.”
The replacement said in a statement on Sunday night that the panorama controversy “has reached a stage where it is causing damage to the BBC”, adding: “The buck stops with me.”

The internal memo published by the Telegraph also raised concerns about a lack of action to address what it described as “systemic problems” in Israel’s occupation of Israel-Gaza.
In Trump’s speech in Washington DC on January 6, 2021, he said: “We will go to the Capitol and Congress and women.”
However, in the panorama edit he is shown saying: “We’re going to walk to the Capitol … and I’m going to be there with you. And we’re going to fight like hell.”
The two sections are sewn together in the first more than 50 minutes apart.
The publication of the internal memo fueled criticism of the BBC, including from the White House, which described the corporation as “100% fake news”.
Trump responded to the resignations on Sunday, saying top people at the BBC quit or were fired “because they were caught ‘perfect!)’ in a January 6 speech.
“These are the less real people who try to step on the scales in a presidential election,” he wrote. “Wonderful thing for democracy!”

The leaked memo was written by Michael Prescott, a former independent outside adviser to the June Broadcaster Editorial Committee.

Nandy added that the government will ensure the review of the charter “is the reason that will help the BBC adapt to this new era”.
