Under a state law intended to stop political gerrymandering, an independent commission typically sets California’s voting districts once a decade. To deviate from that, the state had to call a special election, where PROP 50 was the only item on the ballot, at a cost to taxpayers of over $200M. The new prop 50 maps will only be used until 2030 when the Commission redraws the districts.

As the leaders of both liberal and conservative states change again, another reason is the change on the horizon in 2026.
