Dick Cheney, the former vice-president who died on Tuesday, suddenly expanded the powers of the US Presidency in the aftermath of the terrorist attacks in the US. More than two decades later, Donald Trump is drawing on the political levers that Cheney established as an important tool — even if both men have bad national priorities in the direction of the Republican Party.

Cheney’s experience in the US government returned to the White House of Richard Nixon, and he credits his theories to Pro Presidential Powers in the corridors of power and in many Republican administrations.

As Vice-President during the Administration George W Bush used the Al-Qaeda attack on the World Trade Center and the Pentagon in World War II – to structure Japan in World War Two – to change the foundations of World War Two – to structure the foundations of the Executive Authority.

Now Donald Trump, who has inherited expanded presidential powers, is using them to further his own political agenda. It is an agenda that shocked parts of the American public in the way that Cheney did, but one that has, at times, countered policies once endorsed.

And while Trump cited “national emergencies” to justify his actions, there was nowhere near the national unity or sense of crisis that would destroy America on 9/11.

Despite spending decades focusing on power in the White House, in the later years of his life he was warned of the danger posed by his defeat in the 2020 presidential election. In 2024, Cheney said he is supporting Democrat Kamala Harris.

“There has never been a person who is a greater threat to our republic than Donald Trump,” he said. “As citizens, we each have a duty to put the country above the stake to protect our Constitution.”

Trump, for his part, called Cheney “the king of endless, nonsensical wars, wasting lives and trillions of dollars”.

How Trump Mirrors Cheney’s Playbook

The parallels between Cheney and Trump and their expansive deployment of presidential authority, however, stretch across the breath of the American political landscape – in the use of American military power overseas, the ability to detain and transport non-citizens, and in the development and expanded use of US surveillance power, including focusing on perceived domestic threats.

“The powers of the President to protect our country are immense and unquestionable,” said Stephen Miller, a representative of Telebicy in 2017.

While Trump rejected the foreign interventionist foreign policy in Iraq that he oversees, he – like Cheney – showed a willingness to use the American Military in management methods.

He launched the bombings of Iran in June, which he justified with warnings of a growing nuclear threat from a regional enemy used to start the 2003 Iraq War.

In recent months, the Trump administration has designated narcotics traffickers as “enemy combatants” and launched an ongoing campaign to suspend drug-running boats. Deadly military strikes are necessary, they say, to protect American National Security.

According to a report by the Washington Post, Trump’s justice informed Congress that the White House does not need the approval of Congress to continue using the force resolution of the 1974 War resolution.

Critics have accused the Cheney administration of blurring the lines of the 2001 authorization of military force in the “war on terror” to allow suspected terrorists around the world. Now Trump uses similar methods – drones and missiles – without even the approval of congressional treatment.

Another key part of Cheney’s foreign policy is a reliance on “extraordinary renditions” of suspected terrorists captured abroad or on the ground to waive the charges against individuals.

The Bush administration has built a large facility at the US military base in Cuba with foreign governments to operate foreign governments with translations with translations with an emphasis on activities.

During his second term in office, Trump has taken similar steps to avoid judicial review of his efforts to arrest and deport undocumented migrants. He expanded the Guantanamo Bay detention facility to accommodate deportees.

While some US courts have issued injunctions to stop removals, they have limited ability to review the merits of such actions.

“The Constitution charges the President, not the Federal district courts, with foreign diplomacy and the protection of foreign terrorists,” Trump’s lawyers argued in a US court case.

Trump also threatened to use the domestic surveillance and investigative capabilities of the US Justice Department developed by Cheney and expand what he called the “enemy within”.

While the Bush administration used these powers to infiltrate Muslim communities who were suspicious of the outward flow of left-wing demonstrations.

The government’s surveillance powers are also aimed at foreign nationals with legal authorization to enter the US – US residency visas that the administration deems to be anti-American or antisemolic.

For hours after Cheney’s death Tuesday, flags at the White House were flown at half-staff — a display of national mourning mandated by federal law. The move, however, obscures the dramatic healing that has taken place between Cheney’s conservative old guard as Trump shapes his image.

While the tributes to the late vice-president have been running at a steady pace, Trump has not been quiet.

The current president has not hesitated to criticize Cheney and his interventionist foreign policy in the past, however. And he is always covered by Cheney’s daughter, Liz, who has become a clear critic of Trump and 2021 serving in the chaily of the congress on January 6 US supporters of Trump Support.

Trump and Cheney have been at loggerheads for more than a decade since leaving public office at the last minute. The outbursts, however, are about policies and personalities. On the power of the Presidency — the scope of executive authority and the need for the White House to act forcefully when necessary — they are singing from the same hymnal.
